The Red River Urban Subdivision Planning Project (scale 1/5000) is studied on the space of the Red River section about 40km long from Hong Ha Bridge to Me So Bridge, covering an area of about 11 thousand hectares; in the area of 55 wards and communes of 13 districts; population calculated according to the plan is from 280-320 thousand people.

The planning project of the Red River urban subdivision is being urgently completed by Hanoi and hopefully the plan will be approved soon in June.

According to a survey by PV Dan Viet, many land areas in the planning area of the Red River urban subdivision planning project tend to “increase heat” by day.

For example, in the area of Thach Cau street (Long Bien district), beautiful, high-priced land plots almost have owners. According to residents here, buyers will often avoid plots located near flood corridors. Many land plots, although small in area, have beautiful locations, red books by the owner, prices are often high from 30-40 million VND/m2.

On average, land prices around Thach Cau increased by about 3-5 million VND/m2 compared to last year, depending on location. However, many households with land choose to “hug” the land and wait for the price to increase.

Similarly, many plots of land along the Red River in Ngoc Thuy and Long Bien wards are for sale. According to the “land stork”, in this area, land and land for compensation are traded on average from 1 million to 1.5 million VND/m2. However, recently, due to many people asking to buy, the price has been pushed up from 3 million to 5 million VND/m2.

In Hoang Mai district, since last year, information for sale of real estate in the area of Thuy Linh street (Ling Nam ward) has been quite active, many plots of land with beautiful locations have prices increased from 10-20 million VND/m2. For example, currently, the price of land on Thuy Linh street is also from 60-70 million VND/m2, the land in the car lane is also for sale 30-40 million VND/m2.

Data from the General Department of Natural Disaster Prevention and Control shows that in the first six months of 2020, there were 60 cases of violations of the law on dykes in Hanoi. In which, the common violation is illegal construction of works within the protection of dykes and on riverbanks; dumping waste, leveling and encroaching on river beds, riverbanks…

Many “terrible” violations outside the Red River dyke have not been handled.

As noted, in Yen Phu ward (Tay Ho district) with about 3/4 of the population living outside the dyke, the land management in this area is always “hot”. At the F361 collective area, alleys 1, 5, 9, 11 (towards the riverside) appeared dozens of solid constructions in the style of garden houses. According to people here, in previous years, many houses inside rented out construction waste to encroach on the river, then build solid works on the encroached land.

Around this area, there are also Tu Lien and Nhat Tan wards, formerly mainly growing peaches and kumquats. The high speed of urbanization causes garden plots to gradually disappear, replaced by 2-4 storey buildings. In which, there are many solid construction works located on agricultural land.

On the other side of the bridge, the area of Bo De, Long Bien, Ngoc Lam wards … in Long Bien district, the agricultural land outside the dike was transformed into a factory, building restaurants, eateries …

Regarding violations outside the Red River dyke, in 2019, the Hanoi Department of Natural Resources and Environment announced the inspection conclusion on the observance of the land law in the state management of the management and use of land. agricultural land, agricultural land for public use, and public land are under the responsibility of the People’s Committee of Long Bien district and the People’s Committees of wards in the district.

The inspection conclusion showed that there were 304 cases of agricultural land violations with a total land area of 13.7ha. In which, use for improper purposes, illegal construction is 286 cases, area 13.3 ha and illegal transfer 14 cases, area 0.17 ha; Self-leveling on agricultural land are 3 cases in Viet Hung ward with an area of 0.15ha.
